Marc Bourgeois

Marc Bourgeois is a professor of tax law at the University of Liège, where he co-directs the Tax Institute. Since 2017, he has led various initiatives in the field of customs, both in teaching and research. Together with his collaborators and practitioners, he established a university certificate, a basic training program on customs and excise legislation, and a specialized master’s degree in customs law, which has been recognized as a program of excellence by the European Commission. He also supervises a doctoral thesis on taxpayers’ rights and obligations in customs law in the context of e-commerce.

Professor Bourgeois is also actively involved in promoting the University of Liège internationally by organizing and participating in international conferences on customs matters in Africa. The most recent ones took place in May 2024: a conference he organized and moderated in Kinshasa, and a conference held by INEADEC, where he was a speaker. He also conducts research in public finance, which he presents at international conferences, including one in Cuba in June 2025.
